Wayne County Commissioners
Brian W. Smith, Chairman
Commissioner Smith, is a graduate of Wayne Highlands School District. He continued his education at Penn State University, Worthington Scranton Campus. He obtained a degree in Electrical Engineering Technology and also served as President of the American Society of Certified Engineering Technicians.
Hired directly out of college, he worked for Newport News Shipping Building and Dry Dock Company in Virginia, doing electronic design on Nuclear Submarines. He moved back to Wayne County and worked at Wayne Memorial Hospital for seven years as a Bio-Med Technician.
Brian married the former Amy Rickard in 1985 and started farming in Cherry Ridge on a small dairy farm. In 1993, they moved to a bigger farm in Milanville, Damascus Township where they now reside with their six children, Chelsea, Jesse, Leslie, Wyman, Shelby, and Clarence.
BOARD ASSIGNMENTS: Wayne Conservation District; Local Emergency Planning Committee.
Anthony V. Herzog
Mr. Herzog is a graduate of Lackawanna Junior College and the University of New Haven, with a B.S. in Accounting. In 1997 he completed the Pennsylvania County Commissioners Association Academy for Excellence. Tony was president of Herzog Trucking Co. Inc, of Honesdale from 1982 to 2004. and he worked for the company for a total of 33 years.
He is a member of St. John’s and St. Mary’s Parish, the Knights of Columbus, the Honesdale Lions Club, Wayne County Farmers Association, Fraternal Order of Eagles, Texas Rod and Gun Club, Alert Hook and Ladder Company, and the Wayne County Family Center Board. In 1998 Tony was appointed by the Governor to the State Transportation Advisory Committee, and continues to serve in that position.
Tony resides in Cherry Ridge Township with his wife, the former Sharon Akers, retired teacher from Honesdale High School. They have two children, Andrea and Steven and three grandchildren. Emma and Brady Herzog and Heather O’Hara.
BOARD ASSIGNMENTS:Chairman of Board of Assessment; Chairman of the Wayne County Prison Board and Northeastern Pennsylvania Alliance (NEPA), board member.
Wendell R. Kay
Wendell R. Kay is the son of Richard F. Kay and the late Anne M. Kay. He has resided in Wayne County most of his life and now lives in Honesdale with his wife Karen ( Staff Pharmacist, Wayne Memorial) and their three children, Susan, Kevin and Maureen.
Wendell attended Honesdale Catholic School and Honesdale High School. In 1977, he graduated from East Stroudsburg State with a B.A. in History. He received his law degree from Ohio Northern University in 1980. Since 1981 he has maintained a general legal practice in Wayne and Pike counties. For about ten years he served as a court-appointed custody and divorce master and has been a court appointed guardian for hundreds of children. In the early 1990s, Wendell and Karen were partners in The Village Store, Beach Lake, PA.
In 1986, Wendell was elected to Honesdale Borough Council, serving one term. During this time he chaired the Safety Committee and Parks and Recreation Committee. He was also a township solicitor for Berlin, Damascus and Sterling townships.
Wendell is active in St. John’s R.C. parish as a lector and as former Chair of the Finance Committee. He is a past board chair of the Wayne County YMCA. He also serves as chair of the Honesdale Borough Civil Service Commission. Some of his other memberships include the Wayne County Historical Society, Pennsylvania Farm Bureau and Honesdale Golf Club. He is a past board member of Habitat for Humanity and Northeast Tri-County Human Services.
Always a strong advocate for youth sports, Wendell has coached YMCA sports, girls and boys basketball and softball on a recreational level as well as boys and girls travel soccer. He is a former volunteer assistant coach for the Honesdale High Boy’s Varsity Soccer team.
